• Fixes encoder being read only on startup

Usage:

• On the top menu, Click "Tools"->"Enable Encoder Poll" to begin polling
• Circle icon will toggle green and read if polling is working
• On the top menu, Click "Tools"->"Disable Encoder Poll" to stop polling. You should stop polling before adjusting parameters.
